Resource Loader is a Forge mod for Minecraft 1.7.10–1.12.2 that loads custom resources from a simple resources folder. Those resources stay out of the resource pack menu, and you can update files without repackaging a pack. It works with Custom Main Menu, Custom Backgrounds, and other mods that accept resource locations in their settings.
