What are Minecraft server plugins?
Plugins extend a server running Paper, Spigot or Purpur: permissions, land protection, economy, player login, minigames. They run only on the server, so players join with a normal, unmodified game - that's the main difference from mods.
Plugins or mods?
Choose plugins if you want to keep vanilla gameplay and add server features. Choose mods if you want new content in the game itself. Plugins need a Paper-type engine and mods need a mod loader, so pick the engine first - you can change it later in the server panel.
How to install a plugin?
Open Addons in the server panel, search for the plugin and click Install - the version is matched to your engine. Restart the server to load it.
